REQUEST FOR PROPOSALS
Competitive sealed proposals for construction of Eastern New Mexico Rural Water System (ENMRWS) Project – Bid Package One Finished Water Two Pipeline and Cannon Lateral for the Eastern New Mexico Water Utility Authority (ENMWUA), addressed to Orlando Ortega, ENMWUA Administrator, will be received at the office of 809 Parkland Dr. Suite A, City of Clovis, State of New Mexico, 88101-7443 until 3:00 p.m., local time, on the 21st day of June, 2018. Any Proposals received after the specified time will not be considered. This project includes purchase and installation of 33-inch diameter welded steel pipe, 20-inch ductile iron pipe, 16-inch ductile iron pipe and installation of associated appurtenances.

A mandatory pre-bid conference will be held at 8:30 AM Clovis local time on May 22, 2018, at the office of 809 Parkland Dr. Suite A, City of Clovis, State of New Mexico, 88101-7443. Attendance at a pre-bid conference and pre-bid site visit will be a mandatory requirement of submitting a Bid for this Project. For access to Cannon Air Force Base, Bidders are required to fill out the Cannon Air Force Base EAL Form included at the end of this Section and submit to Orlando Ortega, ENMWUA, E‑mail: email@example.com, at least 13 calendar days prior to the pre-bid site visit. Since privacy information must be included, bidders shall send the form with “Privacy Information and FOUO” in the subject line of the e-mail that includes the EAL form. Cannon Air Force Base Visitors’ Control Center (VCC) personnel will conduct a background check on all individuals requiring access. Individuals with a criminal record, warrants, or felony convictions will not be allowed to access Cannon Air Force Base. A minimum of one individual and a maximum of two individuals from each prospective Bidder is required to access Cannon Air Force Base during the pre-bid site visit.
