Mr. Jim Lucero

Mr. Jim Lucero, a lifelong resident of Portales, has a deep love for his community and is dedicated to its future. He and his wife, Christi, have raised two children, Shelby and Austin, in Portales, a place Mr. Lucero believes is an exceptional place to live and work.

Mr. Lucero has long been committed to serving his community, having served two terms on the City Council. During his time in office, he worked tirelessly to make Portales a better place for its residents.

As he puts it, “I am passionate about water, one of our most precious resources. But I’m also passionate about the quality of life, public safety, and economic development in Portales. We need a vibrant, diverse economy and a safe, thriving community with opportunities for everyone.”

In June 2025, Mr. Lucero will mark his 10th year on the Eastern New Mexico Water Utility Authority (ENMWUA) board, where he currently serves as Vice-Chairman. His interest in the board began shortly after his election to City Council, when an open position became available. He approached then-Mayor Sharon King, who was on the board at the time, asking for an opportunity to contribute more significantly. Mayor King appointed him, and he was later approved by the City Council.

As a proud native, Mr. Lucero also shared a piece of Portales' history with ENMWUA that may not be widely known: The area was first settled in the late 19th century by cattle herders who discovered a water source emerging from a rocky ledge resembling a Spanish porch. This led to the name "Portales" and the establishment of nearby ranches. In 1899, the Pecos Valley and Northeastern Railroad arrived, and in 1909, Portales was officially incorporated as a city. The first mayor, Washington Ellsworth Lindsey, later became the Governor of New Mexico.
